   President & Chief Executive Officer

As President and Chief Executive Officer of the Washington Management Group, Bill oversees the overall operations and provides invaluable knowledge and insight stemming from his hands-on experience as a former senior federal executive. During his tenure at GSA, Bill was the driving force behind the reengineering of the GSA Multiple Award Schedule Program. His foresight and innovation resulted in the addition of "services" to the GSA Schedule program. He is recognized by both the federal government and industry for his proven leadership, and is a frequent guest speaker at GSA sponsored events. While serving as Assistant Commissioner for the Office of Acquisition, Federal Supply Service, GSA, he received both the Presidential Rank Award for Meritorious Executives and the Vice President's "Hammer Award" for changes to the Federal Supply Schedules Program. Bill was twice named to the prestigious "Fed 100" nominated by his peers for outstanding contributions to industry and government. With his hands-on experience, Bill is able to provide invaluable knowledge and insight to clients. Bill remains very active within the federal business community, serving on the boards for the Procurement Round Table and the National Industries for the Blind.

Bill holds a BS from the University of Maryland, and is a Certified Purchasing Official of the National Institute for Government Purchasing.

 

Joe Caggiano
Joe Caggiano
   Chief Operating Officer

As Chief Operating Officer, Joe is responsible for operational and financial activities at WMG. Joe has over 21 years of management, sales and business development experience in professional services. Joe's background includes management, sales, and business development roles at FedSources, Deloitte, Arthur Andersen, WR Grace and Pfizer. Joe began his career with several tours of duty as an officer in the U.S. Navy.

Joe holds a BS and an MBA from Villanova University.

 

Carolyn Alston
Carolyn Alston
   General Counsel

As General Counsel, Carolyn provides legal counsel to WMG clients, with a particular focus on contract compliance and contract audit procedures. Carolyn's considerable experience as senior attorney in the GSA Office of General Counsel culminated in her role as the lead in developing and writing the GSA Multiple Award Schedule policy. In addition, she succeeded Bill Gormley in running the entire GSA Schedule program as Assistant Commissioner for Acquisition at GSA's Federal Supply Service. She has extensive and varied experience in the development, implementation and application of commercial acquisition laws and policies.

Carolyn holds a BA from Cornell University and a JD from Georgetown Law Center. Carolyn is a member of the bar in Maryland and the District of Columbia.

   Vice President

As Vice President and with more than 20 years of GSA consulting experience with WMG, Carol has a wealth of knowledge and is a tremendous resource to the organization. She has a very broad and deep understanding of GSA government contracts and federal procurement, particularly with respect to the GSA Federal Supply Schedules Program. Her involvement with the GSA Multiple Award Schedule program at all levels, as it has evolved over time, has been a critical factor in assisting her clients, many of whom have been with her for several years. Carol is a former employee of the National Security Agency.

Carol holds a BA from Duquesne University.

 

Janet Clarke
Janet Clarke
   Vice President, Consulting

As Vice President of Consulting, Janet leads and manages the WMG Consulting Services group to ensure that WMG clients receive expert guidance on obtaining and managing their GSA Schedule contract. Janet has over 20 years experience in the federal government arena. For the last 10 years she has been dealing exclusively with GSA Schedule contracts and VA Schedule contracts. She has a vast amount of expertise in a variety of GSA Schedule issues as they apply to clients, both small and large. Prior to joining WMG, Janet worked at FedSources, A Washington Management Group Company, as a GSA Schedule Consultant for five years. Janet has also held positions as contract administrator and manager, program manager for federal contracts and business development manager with large federal contractors including Wang Laboratories, Sun Microsystems and 3 Com Corporation.

Janet is a graduate of Wellington East Girls' College, New Zealand.

 

Patrick Morrison

   Director of Client Services

As Director of Client Services, Pat works with WMG consultants to develop programs that benefit our new and existing clients. Pat also identifies external organizations that would benefit from working with WMG to utilize the GSA Schedules program to enhance their revenue in the government markets. For almost 30 years, Pat has had a successful career in government sales, marketing and contract management with several companies, primarily in the Washington, DC marketplace. His broad knowledge of the issues, challenges and rewards of doing business with the government is an asset to both clients and prospects of WMG.

Pat holds a BA in Government and Politics from the University of Maryland.

 

Jack Mackey
Jack Mackey
   Principal Consultant

As a Principal Consultant, Jack oversees one of WMG's consulting teams. In this role, Jack works closely with consultants to ensure that our clients' GSA contract acquisition and contract management needs are met. Jack also assists clients in developing capture and proposal strategies for competitive procurements. Jack has 25 years of experience in the federal government contracting business, including more than 20 years in sales and business development.

His experience includes positions with Control Data Corporation, Intergraph Corporation, Raytheon, CACI Premier Technology, and a number of small businesses.

Jack holds a BA in Philosophy from the University of Dayton and a Master of Arts in English Language and Literature from the University of Maryland.

 

Dave Pendleton
Dave Pendleton
   Principal Consultant

As a Principal Consultant, Dave has direct responsibility for the oversight of one of the WMG consulting teams. Dave specializes in assisting clients on a variety of contract administration issues such as: proposal preparation, contract negotiation, contract provisions, compliance issues and on-going contract management. Before joining WMG, Dave was engaged as a consultant to the oversight program at the Resolution Trust Corporation (RTC). Prior to his association with the RTC, Dave was General Manager of GP Technologies, Inc.

Dave received his BS in Business Administration from Salem State College.

 

Rob VanGorder
Robert A. VanGorder
   Principal Consultant

As a Principal Consultant, Robert is responsible for leading and managing WMG's Western Regional Office in Portland, Oregon. Robert continually monitors and disseminates changes in Federal procurement and the GSA Schedules program to clients and consultants, trains clients regarding marketing to the Federal Government and complying with applicable rules and regulations, promotes WMG services to potential client organizations, acts as an advisor and mentor to the consulting staff, and cultivates on-going client relationships.

Over his 12 years with WMG. Robert has become an industry recognized expert in Federal procurement practices and the GSA Schedule Multiple Award Schedule program. Robert has spoken and taught throughout the US, Canada and Australia and was a contributing author of The Secrets of Schedule Sales Success: A Practical Guide to Getting the Most out of Your Schedule Contract.

Robert received his BA in Political Science from the University of Nevada Reno and holds a Master of Science degree in Business and Organization Development from Johns Hopkins University.
