As President and Chief Executive Officer of the Washington Management Group, Bill oversees the overall operations and provides invaluable knowledge and insight stemming from his hands-on experience as a former senior federal executive. During his tenure at GSA, Bill was the driving force behind the reengineering of the GSA Multiple Award Schedule Program. His foresight and innovation resulted in the addition of "services" to the GSA Schedule program. He is recognized by both the federal government and industry for his proven leadership, and is a frequent guest speaker at GSA sponsored events. While serving as Assistant Commissioner for the Office of Acquisition, Federal Supply Service, GSA, he received both the Presidential Rank Award for Meritorious Executives and the Vice President's "Hammer Award" for changes to the Federal Supply Schedules Program. Bill was twice named to the prestigious "Fed 100" nominated by his peers for outstanding contributions to industry and government. Bill remains very active within the federal business community, serving on the boards for the Procurement Round Table and the National Industries for the Blind.

Bill holds a BS from the University of Maryland, and is a Certified Purchasing Official of the National Institute for Government Purchasing.

Joe Caggiano

As Chief Operating Officer, Joe is responsible for operational and financial activities at WMG. Joe has over 21 years of management, sales and business development experience in professional services. Joe's background includes management, sales, and business development roles at FedSources, Deloitte, Arthur Andersen, WR Grace and Pfizer. Joe began his career with several tours of duty as an officer in the U.S. Navy.

Joe holds a BS and an MBA from Villanova University.

Rob Rendely

As Chief Financial Officer, Rob oversees all company accounting practices, and is responsible for preparing the budgets and financial forecasts to help maximize the company’s cash flows and profits. Working closely with the President & CEO and COO, he helps direct financial strategies, analyzes and reports on trends, and forecasts opportunities for expansion and projection of company growth.

With Washington Management Group for over 20 years, Rob is a Certified Public Accountant with a BA from St. Anselm College and a Masters Degree in Accounting from The Catholic University of America.

Carolyn Alston

As General Counsel of Washington Management Group, Carolyn Alston provides legal counsel to WMG's federal acquisition consulting operation. Carolyn has extensive and varied experience in the development, implementation and application of commercial acquisition laws and policies. Her work at WMG focuses on Multiple Award Schedule contract award, compliance, and audit procedures.
Prior to joining WMG, Carolyn had a distinguished career with the U.S. General Services Administration. Her experience as a senior attorney in the GSA's Office of General Counsel led to her role as the lead in developing and writing GSA's Multiple Award Schedule policy. Her GSA career culminated in running the agency's successful GSA Schedule program as Assistant Commissioner for Acquisition at GSA's Federal Supply Service (predecessor to the Federal Acquisition Service).
Carolyn holds a BA from Cornell University and a JD from Georgetown Law Center. Carolyn is a member of the bar in Maryland and the District of Columbia.
Carol Barton

As Vice President and with more than 20 years of GSA consulting experience with WMG, Carol has a wealth of knowledge and is a tremendous resource to the organization. She has a very broad and deep understanding of GSA government contracts and federal procurement, particularly with respect to the GSA Federal Supply Schedules Program. Her involvement with the GSA Multiple Award Schedule program at all levels, as it has evolved over time, has been a critical factor in assisting her clients, many of whom have been with her for several years. Carol is a former employee of the National Security Agency.

Carol holds a BA from Duquesne University.

Janet Clarke

As Vice President of Consulting, Janet leads and manages the WMG Consulting Services group to ensure that WMG clients receive expert guidance on obtaining and managing their GSA Schedule contract. Janet has over 20 years experience in the federal government arena. For the last 10 years she has been dealing exclusively with GSA Schedule contracts and VA Schedule contracts. She has a vast amount of expertise in a variety of GSA Schedule issues as they apply to clients, both small and large. Prior to joining WMG, Janet worked at FedSources, A Washington Management Group Company, as a GSA Schedule Consultant for five years. Janet has also held positions as contract administrator and manager, program manager for federal contracts and business development manager with large federal contractors including Wang Laboratories, Sun Microsystems and 3 Com Corporation.

Janet is a graduate of Wellington East Girls' College, New Zealand.

Patrick Morrison

As Director of Client Services, Pat works with WMG consultants to develop programs that benefit our new and existing clients. Pat also identifies external organizations that would benefit from working with WMG to utilize the GSA Schedules program to enhance their revenue in the government markets. For almost 30 years, Pat has had a successful career in government sales, marketing and contract management with several companies, primarily in the Washington, DC marketplace. His broad knowledge of the issues, challenges and rewards of doing business with the government is an asset to both clients and prospects of WMG.

Pat holds a BA in Government and Politics from the University of Maryland.

Jack Mackey

As a Principal Consultant, Shawne oversees one of WMG's consulting teams. In this role, Shawne works closely with consultants to ensure that our clients' GSA contract acquisition and contract management needs are met. Shawne began her career at IBM Corporation and held a series of progressive positions, including Contract Specialist and Administrative Operations Manager, supporting IBM’s National Federal Marketing division. In 1992 she moved to Lexmark International, an IBM spin off company, where she was involved in operations management and federal contract administration. Shawne began GSA contract consulting in 1996 at Selbre Associates, where for 10 years she worked as a Contract Manager.

Shawne received her BA degree from Hampton University and an Acquisition and Procurement Certificate from Northern Virginia Community College.

Christopher Arndt

Chris has over thirty years of experience in negotiating contracts with GSA. He joined WMG after running his own business for many years representing many of the leading suppliers to the National Furniture Center. His expertise includes negotiating GSA contracts for foreign clients in dealing with US Government customers abroad when he managed a branch office in Frankfurt, Germany.

He holds a Bachelor of Science degree from Georgetown University's School of Foreign Service and a law degree from the College of Law, Willamette University. He is a member of the bar for the District of Columbia.

Robert A. VanGorder

As a Principal Consultant, Robert is responsible for leading and managing WMG's Western Regional Office in Portland, Oregon. Robert continually monitors and disseminates changes in Federal procurement and the GSA Schedules program to clients and consultants, trains clients regarding marketing to the Federal Government and complying with applicable rules and regulations, promotes WMG services to potential client organizations, acts as an advisor and mentor to the consulting staff, and cultivates on-going client relationships.

Over his 12 years with WMG, Robert has become an industry recognized expert in Federal procurement practices and the GSA Schedule Multiple Award Schedule program. Robert has spoken and taught throughout the US, Canada and Australia and was a contributing author of The Secrets of Schedule Sales Success: A Practical Guide to Getting the Most out of Your Schedule Contract.

Robert received his BA in Political Science from the University of Nevada Reno and holds a Master of Science degree in Business and Organization Development from Johns Hopkins University.

Denise Bailey

As Vice President, Human Resources and Operations, Denise Bailey is responsible for strategic planning and oversight of all operations related to human resources and administrative activities at FedSources. Denise has been with FedSources since 1988 in progressively senior positions. As an integral member of the management team, Denise provides leadership and guidance to the organization on key planning and resource allocation issues, and previously spearheaded the merger and acquisition responsibilities of FedSources' sale to Washington Management Group.

Denise holds a BS in Business Administration from James Madison University.

Helle Huxley

As Vice President, Marketing and Events, Helle Huxley drives all corporate marketing events, strategies and initiatives. Helle spearheads industry outreach efforts, including the company's annual "Federal Outlook®" conference. She manages and runs all aspects of the company's marketing division, directing all corporate media communications, all radio and print advertising, all branding, and more.

Helle has more than 18 years of hands-on marketing experience, from hiring and managing creative teams to directing business development and promotional activities. Helle has designed and implemented a vast range of marketing programs and policies for creative and technical audiences, bringing uniquely ideal experience to FedSources and the FedSources brand. Helle previously worked for the Democratic National Convention Committee, NewLine Cinema, Sony/ATV Publishing and Warner Bros. Television.

Helle holds a Bachelor of Arts degree from the University of Pittsburgh.
