The Coalition for Government Procurement (CGP) is now accepting nominations for the 2010 Excellence in Partnership (EIP) Awards. Nominations will be accepted via online entry form through September 6th, 2010. The winners will be honored during the EIP dinner at the Hilton McLean Tysons Corner on November 1st, 2010. Speaking this week at a breakfast hosted by the Coalition for Government Procurement (CGP) in Crystal City, Virginia, DOD Director of Defense Procurement Policy, Shay Assad, said the defense agency will encourage its contracting officers to use GSA Schedules if GSA can justify that the value of the services provided is commensurate with their price. Assad said buyers would need to make a business case for using GSA contracts. In an effort to increase competition and improve the departments buying power, Assad said DOD will use more interagency contracts, eliminate all time and materials contracts and phase out award-fee contracts. The defense agency will favor fixed-price or cost-type incentive contracts in which the government and industry share the burden of cost overruns. Small business participation will be stressed, Assad said, and consistently high-performing vendors will be rewarded. DOD will also avoid direct buys, and contracting officials will eventually be required to negotiate with that buyer. Regarding DOD’s goal to reform the acquisition workforce by adding 20,000 new employees, Assad announced that to date to date, DOD has added 4,800 staffers, putting the agency ahead of schedule.

The General Services Administration thinks it can recoup that money — and more — by changing the way the government buys and uses printers, copiers and fax machines. Scheduled to begin in fiscal 2011, this governmentwide "strategic sourcing" initiative is one of several that GSA and the Office of Management and Budget are coordinating.
The goal is to consolidate agencies' buying power and adopt the best acquisition practices of government and industry, in order to squeeze industry for better deals.

On 25 May 2010, the Department of Justice (DoJ) announced one of the largest settlements ever involving the U.S. General Services Administration's (GSA's) popular Multiple Award Schedules (Schedules) contract program. The settlement resolves allegations of fraud under the False Claims Act (FCA) against EMC Corporation and comes on the heels of DoJ's 2009 record settlement of $128 million involving another IT company's Schedules contract. The EMC settlement marks the latest in a series of developments highlighting the significant risks associated with the GSA Schedules program.

The Obama administration is putting $3 billion in information technology contracts on hold and is examining more than $10 billion worth of other projects as part of an overhaul of spending on such services and equipment.
White House budget director Peter Orszag is ordering a review of the $80 billion the government spends annually on technology to determine whether lax oversight has led to cost overruns, delays and the implementation of obsolete systems.

Job Description
This position has overall responsibility for acquisition and management of all GovConnection contracts, including State, Local, Education and Federal Government contracts, subcontracts and contract-specific vendor agreements. Specific duties and objectives include but not limited to:
- Manage the GovConnection contracts department; supervising, training and developing employees in multiple locations.
- Manage the compliance of all contract requirements, including the delivery of products, services and Contracts Data Requirements List (CDRL) items.
- Manage the development, preparation and pricing of proposal responses and contract based task orders, quotes and proposals.
- Negotiate the terms and conditions of all GovConnection customer contracts.
- Manage the relationship with contracting officers and officials. Negotiate favorable pricing of contract modifications and changes. Initiate and respond to requests for contract changes, product substitutions and technical refreshments.
- Minimize contract risk by monitoring the preparation, quality, achievement and timeliness of all contract deliverables. Maintain complete, accurate, up-to-date contract files.
- Enhance contract marketability by coordinating the development and enhancement of contract and/or customer specific websites, catalogs and other tools. Serve as the primary point of contact for contract information for sales, marketing, and vendors.
- Manage the timeliness, quality and accuracy of contract data. Responsible for the maintenance of contract data in the internal sales and support infrastructure.
Required Skills - Bachelor's degree or equivalent experience in a related field is required.
- 7 to 10 years of related and progressive experience in Government contract acquisition and management required.
- Familiarity with the Government procurement process from solicitation through contract closeout.
- Familiar with the Federal Acquisition Regulations

GSA Outreach Europe
Next month GSA will hold its 7th Outreach Europe, a conference for US Government buyers, contracting officials and contractors, dating from 1996. For this year’s Expo there is a special emphasis on the US European and African commands (EUCOM & AFRICOM), the US Air Force HQ Europe (USAFE), and the Department of State’s Regional Procurement Support Office (RPSO) with US Government buyers invited from throughout Europe, Africa and the Middle East.
GSA is sending top contracting officials, including several Commissioners and Center Directors for the Integrated Workplace Acquisition Center, the Greater Southwest Acquisition Center, and the GWAC Programs.
The dates for the Expo are July 12 – 15 and the location is the Millennium Hotel in Stuttgart, Germany.
