The Department of Veterans Affairs (the VA), in cooperation with the General Services Administration (GSA), has launched the VA Sales Reporting System at https://vasalesportal.gsa.gov/, a website that allows for quarterly reporting on Federal Supply Schedule contracts awarded by the VA and payment of the Industrial Funding Fee (IFF). The VA has been delegated authority by GSA to run certain healthcare-related Schedules, including for drugs, and medical supplies and staffing. Should you have questions about using the new system or the requirements for reporting Schedule sales or paying the IFF, contract your Washington Management Group Consultant.
GSA’s website has a fresh, crisp look. The site is easier to navigate to find government information and services. You can visit the site at http://www.gsa.gov.

GSA has a new tool to help solicit public input. GSA’s Public Buildings Service is promoting open government by using an online tool to ask for new ideas on how to increase transparency and get the word out about contracting opportunities. The site’s link is http://gsapbsird.ideascale.com/.

Steve Kempf, new Federal Acquisition Service Commissioner has indicated that his organization’s services have matured and are ready for some changes. Kempf stated in an interview in July that several systems and features that are part of the Multiple Award Schedules (MAS) program--which offers roughly 11 million products and services--need to be re-energized.
In fiscal 2011, GSA Advantage! will be using Web 2.0 features to enhanced search capabilities, direct links to company shipment tracking Web sites, other GSA contracting vehicles, search and identification features to help agencies find environmentally friendly products.

Continuing the Obama Administration's emphasis on increasing energy efficiency and reducing greenhouse gas emissions, the General Services Administration (GSA) issued on July 8, 2010, its Recommendations for Vendor and Contractor Emissions regarding the feasibility of using reporting requirements and procurement preferences to reduce federal greenhouse gas emissions. The recommendations were required by Section 13 of the President's October 8 2009, Executive Order 13514—Federal Leadership in Environmental, Energy, and Economic Performance. 74 Fed. Reg. 52,117 (Oct. 8, 2009).
The Executive Order instructed GSA, in coordination with the Department of Defense (DoD), the Environmental Protection Agency (EPA), and other key agencies, to issue recommendations regarding how to track and reduce "scope 3" greenhouse gas emissions, a specific category of emissions related to the supply of products and services to the Government. In so doing, GSA was to consider the potential effects of its recommendations on the contractor community, including small businesses and other socioeconomic programs.
GSA's recommendations respond to four key questions presented in the Executive Order that specifically inquire as to the feasibility of: "requiring vendors and contractors to register with a voluntary registry or organization for reporting greenhouse gas emissions"; "requiring contractors to . . . develop and make available" their greenhouse gas inventory and a description of efforts to mitigate greenhouse gas emissions, whether as part of the Central Contractor Registration (CCR) or another tracking system; using federal "purchasing preferences or other incentives for products manufactured using processes that minimize greenhouse gas emissions"; and pursuing other options for "encouraging sustainable practices and reducing greenhouse gas emissions."

Government Executive reports that the State Department “will have to hire thousands of contractors to provide security and logistical support” in Iraq as the military draws down in 2011. The article quotes Michael Thibault, co-chair of the Commission on Wartime Contracting, who said, “In most cases, State has no organic capability to perform the functions now provided by DoD, and support from the Iraqi government is generally not yet a practicable option. Assuming no change in State’s Iraq mission, the department’s only realistic option for dealing with the U.S. military’s exit is to make much heavier use of contractors.”

Department of Homeland Security Secretary, Janet Napolitano announced July 15 more than $1.8 billion in fiscal year 2010 Federal Emergency Management Agency preparedness grants to help states, urban areas, tribal governments and nonprofit organizations boost their protection, prevention, response and recovery capabilities for risks associated with potential terrorist attacks and other hazards.
The funding will pay for training firefighters, medics and police officers, support the purchase of equipment essential to first responders, and improve communication ability during disasters. The Homeland Security Grant Program is the department’s primary funding mechanism for building and sustaining national preparedness capabilities. Additionally, 80 percent of Operation Stonegarden funding will go to Southwest border states. DHS also increased tribal funding from $1.8 million in FY 2009 to $10 million in the following year.
The Preparedness Grant Program Allocations for 2010 include $1.78 billion for the Homeland Security Grant Program; $10 million for the Tribal Homeland Security Grant Program; $19 million for the Nonprofit Security Grant Program; and more than $33.6 million for the Regional Catastrophic Preparedness Grant Program.
