There are semantic differences in any discussion about getting the government to pay invoices, especially for product sales using a GSA Schedule. To be clear, this is not a progress payment issue. The bottom line is you want the agency to pay you for a project that will be shipped, installed and invoiced against your GSA Schedule in a phased procurement.
